Selling a home. Ventnor requires a land use and sale certificate of occupancy for each unit when a home is sold, and a certificate of occupancy for monthly or yearly rentals. Code Enforcement inspects the outside (railings, a visible address) and the inside, including an ABC fire extinguisher, working appliances and proper outlets. New Jersey also requires a certificate for working smoke alarms, carbon monoxide alarms and a portable fire extinguisher before a one- or two-family home gets a new owner or tenant. Rules change, so check with the town before listing.
